Penarth is full of community groups undertaking – and looking to undertake – positive work within the town. To help support these efforts, Penarth Town Council has a Financial Assistance Grant Scheme for groups to apply for.
About the Scheme
These grants are designed to help develop and enhance projects undertaken by local groups within the Penarth community. The grants issued are usually small in scale (around £250), but make a huge difference successful groups and their projects.
The Financial Assistance Grant Scheme has two opening windows during which local groups are eligible to apply. The exact dates will vary year-on-year, but will usually be as below:
- July – September
- December – January
We recommend regularly checking the Council’s website and social media leading up to these time periods for information as to the exact opening and closing dates for applications.
Eligible applications which provide all the requested information will be considered at a meeting of the Town Council following the closure of the application window. This will usually be the Council’s meetings in October and in February respectively.
The Town Council has limited funding under the Financial Assistance Grant Scheme. This means that not all applicants may be successful. It also means that successful applicants who receive a grant in any given year may not be guaranteed further funding from any future application.
Eligibility
This Scheme is intended for local groups within the Penarth community, and for projects that provide a benefit to Penarth and its residents. This includes:
- Not-for-profit Organisations
- Charities
- Community Interest Groups
- Legally Constituted Bodies.
During this process, Penarth Town Council will seek evidence of a group’s status prior to considering an application or project, such as a copy of a group’s constitution or governing documents.
This Scheme is not suitable for:
- Large scale organisations seeking funding for regional or national projects.
- Organisations that have significant reserves of monies.
- Organisations that do not operate in or do not clearly benefit those who fall within jurisdiction of Penarth Town Council.
- Brand New Groups that cannot provide governing documents or supporting financial information as requested within the application form.
- Statutory Services
- Individual persons
- Private Companies or Organisations
- For-Profit Organisations
Applications from such organisations will be automatically rejected.
What We Fund
This Scheme is intended to help develop and enhance projects undertaken by Penarth community groups. This usually includes:
- Equipment
- One-off Events
- Transport
- Staff / Volunteer Costs

Successful Applicants
Applicants will be notified via email of the decision regarding their application. Successful applicants will be expected to liaise with the Council’s Principal Finance & Regulatory Officer to confirm bank details before funds are transferred.
Successful applicants will also be expected to meet with the Town Mayor and take a photo for publicity purposes. This photo may be used by the Town Council to promote its activities as well as promote the successful project or activity.
Upon completion of the funded project or activity, successful applicants will be required to provide an update to Penarth Town Council with regards to the success of the project. Common formats for this include a letter, a report, or a presentation.
Other Funding or Support
For ineligible or unsuccessful applicants, we would encourage you to seek other sources of funding or support. Groups may find it beneficial to liaise with Glamorgan Voluntary Services as well, who offer funding information, advice, and assistance. You can find them online here.
Applying for the Scheme
If you wish to apply for funding under the Financial Assistance Grant Scheme, then please complete the Financial Assistance Grant Scheme Application Form and submit it during one of the relevant application windows. Applications received outside of an application window will be rejected.
