Penarth Town Council is made up of 16 locally elected Members.

After an election, each political party selects a leader and the majority forms the core of the administration of the Council. Their elected leader becomes the Leader of Penarth Town Council for that term.

Each Member is placed within a ward in the town. Members act to serve and represent their ward during their term of office – they are often the first point of contact with regards to raising local issues, sharing local ideas or promoting community efforts.
