Arranging an Interment
Interments are usually arranged through one of the local funeral directors.
Cremated remains interments can be arranged either through a funeral director or directly with us.
If you have any questions about this you can contact us directly via email at cemetery@penarthtowncouncil.gov.uk or via phone on 02920 713 841.
Memorials
As the landowner, Penarth Town Council is obliged to ensure its grounds remain safe places for the public. By placing a memorial within the cemetery, grave owners (the current holder of the Grant of Exclusive Rights of Burial) are accepting a number of responsibilities. Memorials remain the property of its owner(s) and do not become the property of the Burial Authority until the lease has expired.
Memorial owners are required to maintain their memorial to a safe condition. Regular maintenance by an approved mason is recommended – they will inspect it and professionally carry out any repairs needed. Owners may wish to discuss and purchase insurance cover for their memorial.
All memorials over 500mm high are tested to ensure that they are safe. If a memorial fails this test, it will require a memorial mason to reinstate it to the industry agreed standard of the day at the expense of the grave owner.
Where memorials are found to be unsafe, they may be laid flat or staked and bound. Unfortunately, grave owners do not always notify us of any change of address/circumstances so may not be contactable. If you find that a grave you are visiting has received these safety measures, please contact us via cemetery@penarthtowncouncil.gov.uk or telephone 02920 713 841.
Ornaments, containers and any other loose objects (apart from temporary flowers) are not permitted on graves within the lawn sections of the Cemetery (Sections A, L, M, N and P). It is not advisable to have such objects on any graves within the cemetery and Penarth Town Council cannot accept any liability for the loss or damage of such objects.

General Safety Notices
Unfortunately, accidents do occasionally occur in cemeteries. One example is where a person uses a nearby memorial as a hand support when tending a grave. Please be aware of this and do not use the memorial in this way.
Some sections allow for the placing of kerbs or edgings around the grave. Sometimes these can be difficult to see and cause a trip hazard.
If you are driving within the cemetery, please ensure that you are adhering to our one-way system. Please drive slowly and be aware that many of our visitors are elderly, so may not be able to see or hear you as you approach, nor be able to move quickly out of harm’s way.
Whilst you are walking around the cemetery, please be aware of your surroundings wherever possible, particularly near to the chapel building where lines of sights to traffic can be obscured.
